Why ownership can't be bolted on.

Most clean energy development leaves the asset in private hands. A developer builds, owns, and operates the system; the host site buys the power. When the contract ends, the developer still owns the infrastructure and the revenue it generates. Ownership transfer is not a feature that can be added to that model. It changes how the asset must be financed, structured, and governed from the first day of design.

NextGen Energy built the Public Ownership Pathway into the fund architecture from the start. It is contractual, not aspirational.

How it works for sites.

Through the Keep Lights On Initiative, private capital finances the full cost of designing, building, and operating each HERO Hub — tens of millions of dollars per site that the host community or institution does not have to raise, bond, or budget.

Sites receive below-market electricity rates from the day the system comes online. Over the life of the agreement, they receive stabilized energy costs, resilience for their critical facilities, and a defined contractual path to ownership of the infrastructure itself.

At the transfer point, both the asset and the revenue stream it generates belong to the community or institution, not to a private investor.
